Mapping cross-sector collaboration networks between many actors across Danish municipalities

Need

A national philanthropic organisation needed to understand their stakeholder landscape across Danish municipalities, in terms of ties between private companies, public institutions, and civil society actors.

Solution

Based on named-entity recognition across a massive corpus of local documents, including minutes from municipal council meetings, we constructed network graphs to map ties between actors based on co-occurrence in a document. This provided a visual and analytical framework to explore the nature and strength of different types of collaboration across sectors, locally, regionally, and nationally.

Process

The analysis provided new perspectives and inspiration for local politicians, managers, and street-level bureaucrats across the country.
